The group seemed to be in agreement that there should be no plan. Oksala summed it up best:
In theory, the people who are paying for all this should take the responsibility - primarily industry, and secondarily government. However I do not know of a way - consistent with antitrust legislation - that all of the players can get together to try and bring a sense of order to a very messy situation, particularly when some of those players believe that 'messy' is the way to go - at least for their organization.
