Dale Dougherty is the Director of O'Reilly Research, the publisher of the O'Reilly Network, and the President and CEO of Songline Studios. Dougherty and Tim O'Reilly founded O'Reilly Media (formerly O'Reilly and Associates.) O'Reilly Network produces Perl.com and XML.com.

Dougherty was the devloper and publisher of Global Network Navigator and the developer and publisher of Web Review, which is an online magazine for web desingers. Dougherty is a member of the World Wide Web Consortium (W3C) and a Lecturer at the University of California at Berkeley in the School of Information Management and Systems.

Global Network Navigator is an Internet-based information center and was the first commercial Web site. Its goal was to provide a means of Internet access at a reasonable price for more advanced Internet users. It was started in 1993. Global Network Navigator was sold in 1995 to America Online Incorporated. The original thought was that America Online would cater to the less-advanced users of the Internet. Eventually America Online discontinued Global Network Navigator service. Global Network Navigator was relaunched in 1997 by CampUSA.
